Page 5 - "It would be extremely damaging to the Government to be linked with the proposed research" - Can he elaborate on this?
Page 5 - "The Government would be extremely vulnerable to criticism if it had failed to commission research work for which there was a clear scientific need" - Would he have agreed with that point?
Would he agree, in principle, that this point would hold true if, for example, the government (/a public body) was producing a product which it knew *could* be dangerous. And so, there was a clear scientific need to make said product safer. “The Government would be extremely vulnerable to criticism if it had failed to commission research work” to make that product safer?
